RUSSIA TO BUILD

THOUSAND U-BOATS

London, Dec. 17.

Jane's Fighting Ships reported today that Russia's huge undersea fleet - scheduled even- tually to number 1,000 U-boats would include the fastest submarines the world has ever known.

The 53rd and largest edition of this authori- : tative "naval bible" said that German technicians were showing the Russians how to build mine- laying submarines capable of speeds up to 29 miles per hour under water.

Mr Lyttelton's Compliment

[R Oliver Lyttelton, the Secretary of State for the Colonies, could not have paid the Hongkong Police Force a more graceful compliment than that implied in his expressed desire to have our Police Commis- Pioner, Mr D. W. Macintosh, in Malaya to reorganise and revitalise the Police Force there for the purpose of waging more successful campaign against the bandits and terrorists. The Secretary of State is quoted as having been tremendously impressed by the "smooth but taut efficiency" of our Police, and to have expressed the conviction that if it has been possible to build up a "happy and prosperous Hongkong" by means of good govern- ment and efficient policing, he can see no reason why the same should not be accomplished in Malaya.. Given everything else equal there could be no contesting Mr Oliver's proposition. It cannot, however, be seriously' sug- gested that the post-war problems of Hongkong and Malya have been any- thing like parallel. Malaya has been plagued with a deliberate, well- directed organised political vendetta against the established government and the forces of law

and order.

Hongkong, happily, has been spared any such experience. There have been few crimes, or incidents motivated by politics and what banditry has occur red has been sporadic and almost without exception for purely personal gain. This being said it can still be

that the acknowledged

Hongkong Police Force has been magnificently developed since the war and is blessed today not only with fine leadership, which but with an esprit de corps permeates all ranks through to the Chinese cadets. In many respects our Police Force could be taken as a model in Malaya and Singapore, and while it may not be possible for Hongkong to the work spare Mr MacIntosh for which Mr Lyttelton has in mind, it is conceivable that one or two of our senior Police officers could be made available to give their colleagues in Malaya the benefit of their sound knowledge of how to train and weld Chinese officers into a loyal, efficient and effective force. Hongkong would consider it a privilege if it could in any way contribute to the successful ending of the costly and aggravating war in Malaya.

Anglo-Egyptian Relations_

WHILE it is probably expecting too W

war for con pave the

a rational of differences. Main composing obstacle at present to a settlement through diplomatic channels is the continued operations of terrorists in the Canal Zone. Latil, their activities cense. It is impossible to pursuò dis- cussions that have any prospects of yielding a mutually agreeable solution to this problem of Anglo-Egyptian relations, The Cairo Government has acknowledged its responsibility in this

direction and yesterday reiterated its earlier announcement that it was taking over control of the so-called Liberation Army for the purpose of purging it of terrorist elements, Tangible results are awaited. Mr Eden will certainly seek, positive assurances from his opposite number that the Egyptian Government intends to restore normal conditions in the Canal Zone. Failure on the part of Salah Pasha to give those assurancés and to satisfy Mr Eden they can, and will be fulfilled will make it virtually impossible for the Paris discussions to achieve anything remotely progressive. The British Foreign Secretary has given notice that he is going to ap proach his meeting with Salah Pasha În a spirit of goodwill and honourable intentions. If the Egyptian represen- tative is similarly minded there may be some gratifying results."
