A State Department official today defended a Western and limited trade exchange between Eastern Europe, and declared the United States should not discourage this commerce because many basic commodities needed by America's allies still

come from the Soviet bloc.

Mr Harold Liner, Deputy Assistant Secretary of State for Economic Affairs, told the national conference on United States foreign policy that Western Europe cannot be expected to adopt an export control policy as restrictive as that followed by the United States.
