HE spiritedness and determination with which the Chinese Reform Club is carrying on its campaign for recognition of individual reparations claims from the Japanese Government can hardly fail to evoke a substantial measure of popular sympathy and admiration. The petition which is now being offered for public support contains A number of reasonable arguments, meriting serious consideration by His Majesty's Government. Basically the petition sets out to establish principle the right of being able to conduct negotiations with the Japanese for the purpose of trying to satisfy what

legitimate individual compensation claims for losses caused by Japan's military aggression between December 1941 and September 1945. The Chinese Reform 'Club takes the attitude that in renouncing general reparations, claime in 1947, the Legislative Council, in effect, repudiated this principle. It is undoubtedly true that Legislative Council received no popular mandate for Its 1947 decision and that it caused considerable dissatisfaction when it was announced. Nevertheless, at the time, our legislators were influenced by the Imperial Government's intimation that it had no intention of pressing" heavy reparations claims against the Japanese that it agreed, in principle, with a "soft peace treaty", and that in consequence little support could be expected from Whitehall for the presen

Tokyo has agreed to discuss reparations with the Philippines and Indonesia because the governments of those countries have insisted on making use of the concession contained in the San Francisco treaty permitting bila- teral agreements on reparations. The British Government has given no hint that it intends to do likewise and because in such matters Hongkong does not possess autonomous powers of decision, Whitehall's lead has to be followed.
