Britain today offered to hand over to Egypt her Suez Canal defence base on the condition that it would "simultane- ously become an Allied base within the Allied Middle East Command."

The text of the British proposals on Middle East defence and the administration of the Sudan made to the Egyptian Government yesterday were released here today.

Also released was the text of the four-Power proposals submitted

jointly by Britain, the United States, France and Turkey, inviting Egypt to accept "a position of high authority and responsibility within the Allied Middle East Command.'

The British note said that if Egypt joined the new command Britain would agree to the supersession of the 1936 Anglo-Egyptian treaty and withdraw such British forces not allocated to the Allied- Middle East Command.

But it added that Britain would not permit a change in the status of the Sudan without the full agreement of the Sudanese people,
