THE feature of the Hongkong Reform Club's armual meeting on Thurs- day was the disclosure of the Club's unobtrusive activities investigation into the juvenile problem, confidential endeavours to safeguard civic liberties, and an inquisitive interview with a UK Treasury official during his visit to the Colony. These are important facets of the Club's enterprise and merit the. What approval of the general public, must exercise the minds of the Club's officials is the degree of interest which the community as a whole shows in the aims, objects and efforts of the or- ganisation. One speaker made the claim that the Club la assisting in creating a healthy public opinion in Hongkong. Not a great deal of tangible evidence exists to prove the contention. In fact, there is little or no public opinion in the Colony-at least, not of the type that is genuine enough and aclflessness enough to translate itself into

A perusal of the newspaper, correspondence columns quickly convinces that the majority of contributors are writing either out of self-interest, have a chip on their shoulder, or just want to see themselves in print. If the Reform Club could create.n substantial, genuine and permanent public opinion, logical and disinterested as well as articulate, It would have successfully performed its: first function.
