There will be general satisfaction with the decision to give reality to the proposal. The profits which Government has derived from its post-war trading activities must be regarded as a windfall and therefore something apart from general revenue. Government has decided to make use of these funds by allocating them for undertakings which benefit all, substantial sections of the community, and there can be no complaint about this as a general principle. The decision to finance the whole of the Tai Lum Chung reservoir scheme may cause some eyebrow-raising. An undertaking such as this normally becomes a charge against current revenue or loan, and it might fairly be argued that the pro- ject should be financed accordingly. On the other hand the Tai Lum Chung reservoir is undoubtedly n development scheme which, it is promised, will bring considerable benefit to the whole of the Colony in that it will enable a full supply of water for domestic consumption irrespective of a drought or near drought. When the suggestion was made a little more than a year ago for the construction of workers' flats on a non-profit basis it received wide public approval, and Government, apprecluting that here was a first-class scheme for helping to alleviate the accommodation problem confronting the lower strata, immediately identifled itself with tho project. Government's interest is now to take a practical form, and few, if any, will deny that the Development Fund monies allocated and reserved for the building scheme will be well spent. Wo believe Government has shown wisdom in - giving financial aid to this pro- gressive and much-needed undertaking. How much more money will become available in the future for non-recurrent development schemes obviously depends on how much longer the Department of Commerce continues its trading and. financing and can realise a profit from such
