West Germany's Future
DECISION of considerable signi ficance has been reached by the Foreign

United States, Britain and France regarding the future of Western Germany and the position she shall occupy in the West Europe defence system. Ger- many, or at least that part of the country not under Soviet domination, is to be integrated into the Anglo- French-US alliance, militarily, political- ly and economically. West Germany'al role as a military Power has been the chief bone of contention among the Big Three. Britain's original conception was that she should be permitted inde- pendent, but restricted military forces. France, on the other hand could only conceive a rearmed West Germany as a segment of a European Army, 'the higher commands in which would be barred to Germans. France, it would now appear, has won her point. The Big Three have agreed that Germany shall make a contribution to the French On this, proposed European Army. Britain has given way. But this agree ment, while important, does not resolve the manifold problems associated either with a German peace treaty or the future of Western Germany. The Economist shrewdly comments that on the eve of the meeting of Foreign Ministers in Ottawa, it is very doubt- ful whether the gains in the relation- ship between the Germans and the Western governments during the last twelve months have not been more than offset by losses. On paper, some progress has been made, but these agreements, have yet to be implemented and judging from the tone of German politics there are reasons for wondering if they ever will be. The Germans, quite obviously, expect a "soft" treaty, and they are surprisingly, outspoken in their demands for completa, equality with other sovereign powers, especially in relation to the organisation of the European dofence force. Neither are former German military leaders behaving like shrinking violdtą. They demand that the honour of the German soldier, Including the Waffen 99, ghall bo, acknowledged. In word and deeds
"They insist that the men who fought for their Fatherland and "for Europe" and the officers who kept their oath to their Supreme Commander, must be rehabilitated. What they seem to want is a declaration from the Western governments of the collective innocence of the Germans so far as World War II is concerned. One commentator has described such claims as "extravagant," but to the peoples who 'suffered from the brutal fury of the German armed 'forces between 1989 and 1945 the demands are impudent and audacious. Very clearly the Germans are aware that it is to the advantage of the Western allies to have Western Ger- many incorporated in the North Atlantic community, using Germany's manpower and industry in the common defence. But the Germans cannot expect too great a price for the advantage. Whatever happens, Ger- many is going to continue to be occupied and will be involved in a new war if it
comes, The difference is that, if German co-operation is not forthcoming, Germany will have to be treated na hostile territory. Another consequence would be that the strategy of the West would no longer have to include the defence of Germany against destruction as one of its objectives. Clearly, such a state of affairs would be very much less desirable to the Western allies than to have Germany na a willing ally, equally sharing the burdens. But it would also be very much less desirable to the Germans, Germany's futuro rests very much.. with the Germans. · And so do the terms of the peace treaty which they are so anxious to receive. The oppor- tunity is offered for them to become ready and active partners in the North
