CLARIFICATION of last week's

official statement on the disposition of Japanese assets in Hongkong is still awaited. That it has not been forth- coming prompts the query whether the Hongkong Government had anything to do with the statement, spart from acting 'as its distributor. The public would like to know, in fact, whether the Secretary of State actually consulted the Hongkong Government în. the matter of the Colony surrendering a portion of its Japanese sets to as yet unnamed territories. The statement. Intimated that such was the case, but the announcement was couched in terms that suggested the Hongkong Government had little or nothing to do with its drafting. It is to be hoped that this is not a case of HM Govern- ment pulling a fast one over our local authorities. Whitehall may feel it is entitled to advise us on the best and most appropriate ways of using our realised Japanese assets, but Whitehall must also be made to appreciate that these assets belong to the Colony and that Hongkong possesses prior rights
