COMMENT OF THE DAY
Moving To A Climax
HE Persian oil disputo appears to
situation gives every sign of moving towards a climax which, of a certain nature, could be highly dangerous. While the Foreign Office announces that the Anglo-Iranian talks are no longer suspended, but broken off, and while Dr Mossadegh fails to assemble a quorum in the Majlis for a vote of confidence, our special correspondent in Abadan reports that not only are the majority of the Britons there determined to re- main, but that they face the prospects of considerable physical hardships and discomforts. Envisaged is the cutting off of food supplies and transport facilities, with accompanying indigni ties. It is a sombre outlook with explo- sive possibilities. Attention is drawn to the fact that just before Mr Averell Harriman paid his mediation visit to Teheran, preparations had been made to land British troops and naval units to protect the 'Abadan refineries. That operation was suspended, but both the troops and the Navy aró ready to make It effective if circumstances so demand. In the meantime, the Persiana. have staged a show of forco in Abadan, although fortunately, to date, there has not been a single" incident of violenco reported. Correspondents on the spot give the impression, that it is felt among the British community in -Abadan that Whitehall has underestima- 'ted Porsia's determination to resolve the oil crisis on her own terms, This is. hardly borne out by the history of the diapute or the manner in which the British Government has approached the question of negotiations. The British Governmont, undoubtedly, has offered substantial concessions to the Persian viewpoint, but the final pro posals put forward by Mr Richard Stokes' were eminently practical, do;
signed to safeguard British interests without joepardising the fundamental principles and objectives of the Persian nationalisation plan. And throughout, the Government has given assurances to the House of Commons that it is de termined to protect British lives and property in Persip if this should become necessary. For the most part the British Cabinet's policy has been realis- tic, at the same time conciliatory. It has been stated and reiterated recently that Britain has gone to the limit in her proposals for a solution of the dispute; that no further concessions are contem- plated. We do not think this is an attitude of bluff, and we see no reason, therefore, to suggest that Whitehall: have adopted it while obstinately ignor- ing the Persian state of mind. One important factor may yet determine the outcome f the dispute. While the British Parliament-Government and Opposition are united on the funda- mental policy to be adopted and applied, the Persian Majlis is in discord. The extremists aro In
power and Dr Mossadegh is very largely a pawn in their hands. Nevertheless even he feela the need for more popular support for the uncompromising settlement terms i which he is endeavouring to thrust on Britain, and the signs are he cannot caslly obtain this unanimous mandate. One likely reason is that, the moro soberly minded Persians appreciate that the Stokes plan offers the happiest solution, and they see that nothing of value can be achieved by throwing bway such an opportunity for settle ment merely for the sake of trying to drive every Briton out of Perala,,.The big question is whether the clear and balanced minds in Persin can triumph over the -judgment of the fanatics. If they cannot, future events, in Persia Can only be anticipated with foreboding,
