Cannes, October 11. Ex-Emperor Bao Dal, head of the State of Vicinam, said here today that he will return to his country without delay.
He expressed the "unshakeable
faith of Vietnam in Its future."
Bao Dal's formal announcement did not Indicate when he would leave but his personal plane has been standing by for some time on Cannes Airfield.
The announcement said: "At the opening of the Pau Con ference, which was to complete the structure of the independent States of Vietnam, Cambodia and Laos, I stated that it was my duty to be prevent where essential de- cisions, concerning my country were being made.”
The Conference at Pau, South Western France, has been going on for several months.
"In agreement with this pro- posal, which had always gulded my actions, I have now decided to return without delay to Viet- nam, which has become the scat of events liable to threaten inter- national peace and security," the announcement sald.
