Ho Chi-minh's terrorists, operating boldly in the French occupied zone, have designated Bao Dai Government officials as their leading tar- gets. The strategy plainly is to rob the infont Vietnamese Government of key members and to frighten others away from official service.

The requests would be part of a quite comprehensive presiden- tial message recommending legia lation for partial mobilisation of the home front to win the Korean

(Editor's Note: Many people want to know why the United States does not bring the Korean war to a quick and by using the atomic bomb on the North Korean Communists, The most potent reasons why not are set forth in the following despatch by Louis Cassels, United Press correspondent who has long covered atomic affairs).
Washington, July 17. Why doesn't the United States use its most deadly weapon, the atomic bomb, to blast the North Korean Communists and end the war quickly?, The question has arisen in the minds of countless anxious war front reports people ́tell how-outnumbered. GI's are falling back before the in- vaders. It has been raised in Congress publicly by Repre- sentative Lloyd M. Bentsen (Democral, Texas) and Sena- tor Owen Brewster (Republi- can, Maine) and privately by many others.
Today no one can safely pre- dict that the weapon will not be used but officials show no inclina- tion to do so. And there petent milliary and diplomatic arguments for their stand.
The military argument can be gummed up in a few words A bombs are too precious to waste on the small fry targets North Korea presents. The diplomatic argument, forthright, is that It is fcured that world opinion, now overwhelmingly on
on the side of the United states, may be alienated if this

too readily to the universally dreaded atomic, warfare.
Behind the military argument Is the fact that A-bombs are still relatively scarce and enormously expensive.
Priority targets The exact size of the nation's but the stockpile I decret, number is measured in hun. dreda and not very many hunul dreds at that.
United States military leaders long ago determined that no ho tion at war can afford to expend its atomic arsenal on anything but "priority". targets.
Strategically, the bomb is to be used on large industrial centres which are the backbone of the chemy's wat production. Tacti- cally, it may be used on very large troop concentrations as might be the case if Russia, massed armlos for a lunge into Western Europe,

Thus, it is doubtful strategic A-bombing greatly shorten the war. As for
