Mr. Wicks talks on problem of juvenile delinquency
Poverty and ill-health excepted, there is no doubt
that the answer to the problem of juvenile delinquency is full employment in the form of work, school, recreation and sleep, said Mr. Jamas Wicks yesterday.
Under the auspices of the Hong Kong Council of Social Service, Mr. Wicks spoke on Juvenile Delinquency at the PRO Lecture Room. Mr. Brook Bernacchi, Chairman of the Council presided.
Mr. Wicks sald:, . "The system of juvenile coscis is now go well recognised tid accepted as a part of war legat system that it is easy to overlook the fact that they were first es- tablished ns. Inte is 1132 in 1long Kong: aut enly in 1900 to Eng land, and thai the first juvenlic courts came into existence only In 1881, Chicago.
"One of the characteristics of a progressive civilisation is that the administration. of justier keeps porr with the development. of the contmanity.
The study of the history of Juvenile delinquency is impor- innt only from the fact that it enables one to appreciate how we fave arrived at the present stage and to understand the problems that now beset us.
Juvenile is "released on the back- communhy who has a grmand that 'crime does not carry punishment."
