This is not the first time that the Commonwealth countries have consulted together on this subject. They inct in formal conference two and a half years ago at Caliberra) and it was re- ported that they had reached full ngreement. But no treaty resul- ted, because the United States had not decided its policy,

In the meanwhile the world has changed. So presumably the ab- ject of the working party is to take out of store the declatons previously reached, give them a dusting, and see whether they need revision in the light at changed circumstances.
