Washington, March 27.

An American infornational rehabilitation export said today that Oriental countries are hungry to become a self-supporting trading unit. He said this can be accomplished if the United States establishes a foreign trade revolving fund for the movement of goods among those nofions.

Mr. Andrews made the survey with Mr. Robert West, Deputy Undersecretary of the Army directing occupied areas,

The survey was made on be- half of the Army's economic division.
