Duesseldorf, March 20. Spurting Gorman stoel production is confronting the Allies with a major policy decision. Shall they raise the 11,100,000-ton limit that West Germany now is allowed to produce annually?
It would help to relleve her unemployment and strengthen her economy, the Germans
argue.
But against that, it would raise the old fears' of her neighbours that a strong German steel in- dustry means a strong German war potential.
Smoking plants in the Ruhr and other West German Industrial centres are already producing steel at a rate within easy rance of the permitted level.
Allied and German offelals ex- pect the authorised ceiling will be reached within two months.
A Brillsh spokesman estimated West Germany's actual steel pro- duction capacity at 14,700,000 tons--3,600,000 tons more than she is allowed to produce.
High Allied circles are under- stood to be weighing what to do about this inp-whether to apply the brakes or to risk giving more scope to Germany's economy.

Germany's neighbours have wacthed West Germany's post- wor steel production outdistance all expectations. In the last half of 1945, following the end of the war in Europe, West Germany produced about. 300,000 tons.
The figure jumped to 2,000,000 tons in 1940. Now, despite dis- mantling and the loss of output from the Soviet zone and the- Saar, it is hovering near 11,000.- 000. Of this, about 900,000 tons is for export.
Allied Metals said some Ruhr industrialists argue that West Germany alone could use 13,000- 000
tons a year for the next five years on reconstruction projects. These industries would like to see West Germany's permitted steel output set as high as 15,000.- 000 to 16,000,000 tons a year. of which 1,000,000 to 2,000,000 would be marked for export.-Associat-
