CLEMENTIS RESIGNATION Shanghai

MARKS

END OF

Prague, March 14.

The resignation of the Czechoslovakian Foreign Minister, Vladimir Clementis) is regarded by Western observers here tonight as marking the end of all Western influence in the Czech---- Foreign Office and among its officials at home and broad.

the

1

These observers agree that the resignation also

ends a period of transition in Czech foreign. policy which in the last three years has become Increasingly more uncompromising towards the Western Powers.

Western observers, however, appear not to have expected Clementis resignation at this stuge. They thought that he had been due to purge the Ministry and overhaul the Czech diplomatic staff abroad.

Clementis urged a policy of transforming the People's Demo- cracies of Poland, Hungary and East Germany from farmer enemies Into reliable friends without

claima territorial Czechoslovakia.

Observers here are

dis- posed to believe that he coutil be accused of any sort of devi- ation.

At the same time, he

Clementis, a convinced CL1- munist, never showed an rym pathy for the Western point of

view but he open to understanding it.

Clementis. as Under-Secretary for Foreign Affairs in the exile! Benes Government in London during the war had become su apeet in a regime where all con tracts with the West are held to be incriminating. At the aame lime, no one who knew him when he was in Londen harl doubt that he was n wholly or- thodox and unmistakably zealous Communist.

In the early years of

World War II, Clementis veered from the Party line and joined the Czech forces in France while Moscow was still calling the war imperialist.

One reason thought to have precipitated the resignation Clementis was the recent Soviet pressure for reinstatement of the Ger-

East Zone Government of many as an equal member of the East Furopean community of pa- tions.

An officiat declaration by

the former Soviet Foreign Minister, M. V. Moltov, lust week thu Germany must regain its historic place in Europe, followed

sistent reports that Poland and Czechoslovakia, had resisted So- viet plans to Include Eastern Germany in the East European network of nations.

Clementis took Bver III. Foreign Minister's portfollo shortly after the death of his former chief, Jan Masaryk, two years ago. His departure marked the first major Cabinet change since the Communists consoli dated their power and appointed a new Cabinet after the resign- allon of the Inte Eduard Renes in June, 1948.

Jac

Clementis was deputy to Masaryk until the latter's death, when he took over. It was re- liably reported at the time that Cirmentls-an old-line Com- munist and pre-war worker with the present President, Klement Gottwald-was assigned to kenp
