The former Vice-President, Mr. Henry Wallace, K.C. WU'S
advised the late President Roosevelt in 1944 that Generalissimo Chiang Kai-shek lacked intelligence or political strength to run post- war China.
The advice was contained in a "summary report" which Mr. Wallace made on his visit to China.
