The secret meeting of the Commonwealth Foreign Ministers' Con- ference ended today in a blaze of eloquent speeches by the leaders of the eight Commonwealth delegations, testifying to the great usefulness of such a meeting and the goodwill and understanding that prevailed throughout.

After a short secret session, at which the Ministers finally approved the communique issued at the end of the meeting, they assembled at the Senate Hall with Mr. Don Stephen Senanayake, the Prime Minister of Ceylon, in the choir.

Communists Seize American Consulate

Washington, January 15.

The Chinese Communists have seized the American consulate in Peking, the State Department announced today. The State Department said the Communist action was "in defiance of protests by the United States Government.” The State Depart- ment said it is preparing instructions for the recall of all American official personnel from Communist China. These orders will affect 135 American officials in Peking, Tientsin, Shanghai, Nanking and Tsingtao.

The State Department said the Peking consular offices were in- vaded by police and four civilian officials at 9,50 a.m, on Janu- ary 14 Peking time (0150 GMT). It added: "This seizure is in violation of long-standing treaty rights granted to the United States by the Chinese Government and re-affirmed in the Sino- American treaty of 1943 by which the U.S. voluntarily relin- quished its extraterritorial rights in China."
