The building of skyscrapers for business as well as for Residence does not commend itself to Hong Kong, according to the Preliminary Town Planning Report by Professor Sir Patrick Abercrombie.
The Report contains general proposals for the de- velopment of the Colony." It covers the har- bour, population, housing, shops and workshops; industrial zoning, road, railways, open spaces, the New Territories, airfield facilities and general health and welfare..
To put the proposals into effect it will be necessary to break through a mass of existing customs on which much estate value has depended, owing to the unfortunate number of 999-year leases, said the Report.
