Registration Ordinance Passes First Reading
The Registration of Persons Ordinance, providing for the compulsory registration of all persons
in the Colony, with certain oxceptions, and the issue of identity cords to persons regis- tered, passed its first reading in Legislative Council yesterday.
Describing the measure as one necessitated by security requirements, the Attorney-General, Mr. J. B. Griffin, who introduced the Bill, said that in the light of past experience, plans must be made in advance of on actual emergency.
"It has been the experience of Hong Kong and "other parts of the world," said Mr. Griffin, "that, when an actual emergency occurs there must inevitably be some resort to improvisa- tion in meeting such o situation. Improvisa. tion applied in circumstances of on actual emergency can result in confusion and con even produce hindrance rather than help in the maintenance of security.
"In the light of such experi- ence it is, I think, manifest that plans must be made in advance of any actual emer- geney so that should such an
event occur, the need for hasty improvisation can be minimis-
