Indictment of the Soviet Union for allegedly conniving to aid Chinese Communists in violation of Moscow's treaty pledges to furnish moral and material assistance only to the Chinese Nationalist government is expected to emerge as one of the highlights of the State Depart- ment's "White Paper" on Chine, it is learned today. The White Poper will be published here about July 26, Chinese. Notionalists, on the other hand, will come in for some criticism for their alleged corruption and incompetence and refusal to heed American proposals for governmental reform
United States officials still maintained the strictest secrecy concerning the exact details of the White Paper which will consist of a mass of documents running into many thousands of words plus a commentary of considerable length.
