David Rees Williams, Conditions governing the investment of foreign capi- tal in Japan are slowly improving and future prospects are bright, writes the influential Eng- lish language newspaper, "Nippon Times.” The abnormal post-war conditions have resulted in an inevitable system of official controls in Japan which are particularly annoying to fore- eign businessmen accustomed to freer trade conditions. But steps have recently been taken by the Japanese Government which should prove a welcome inducement to foreign in- vestors, the paper said,
