TEXT OF THE PLAN
Paris, May 28.
The Western Powers today presented the Soviot Foreign Minister, Mr. Andrai Vishinsky, with a plan for a unified Germany throughout the accession of the Soviet-occupied Eastern territory to the West German Republic sot up under the Bonn Constitution,
The plan also proposed that if and when the Eastern States joined the Republic a four-Power Control Commission should be set up to replace the present Military Government. The Commission would normally make decisions by majority vote except in exceptional circumstances to be mutually agreed.
