Mr, David Morcer MacDougall, retiring Colonial Secretary of Hong Kong, is due to leave today by the ss. Carthage on leave before retire- ment from the Colonial Civil Sorvica. Born on December 8, 1904, Mr. MacDougall first arrived here in January 1929 as a Cadet Officer. He has been one of the most popu- 'lar Government officials in the Colony.
