The Soviets have built up a powerful air base at Dairen and behind a strict security cloak are running Japanese-built factories at full blast using Japanese forced labour, according to a first- hand report brought to Shanghai by an Austrian, Mr. Bruno Schrenzel.

He said 2,000 Japanese techniciahs and experts were kept behind a barb-

ed wire in the Doiren sector.

Mr. Schranzel left Dairen last July 20 on a repatriation ship sant there from Japan. The ship also carried Japanese repatriates and nearly

30 foroigners-Britons, Grocks and Americans to Yokohama.

Mr. Schrenzel arrived here yesterday while the others re- mained in Yokohamaa.
