RUSSIA MAY HAVE ATOM BOMB

Vyshinsky Says America Has No Monopoly

REJECTS WESTERN OFFER

Paris, October 1.

Mr. Andrei Vyshinsky, Soviet Deputy Foreign Minister, hinted broadly before the United Nations Political Committee today that Russia has the atom bomb.

"It is a mistake to believe there is just one State that has a monopoly on

the atomic bomb," he added in his reply to Western pleas that Russia accept the American atomic energy control plan.

"It is useless to think that it is fraught with dire consequences and min- calculations. China said this morning that she cannot produce the atomic bomb. There may be some other States that will say they' cannot produce the atomic bomb, but then there are some States that will not say they cannot manufacture the bomb, because it would not be true in the first place.”
