President R. 1. Soekarno, making the announcement, said that the Repub- lic faced the twin threat of Dutch and internal developments. Communists, he said, saized control. of Madiun, Jaya, ousted the local government there and installed "a Soviet government” under · the feadership of Muso and his Communist Party.
