The Hague, July 18.
Five Foreign Ministers of the "Western Union“ will meet here tomorrow in the midst of a grave crisis to discuss whe- ther it would be wise to force a showdown or look for a way out in the Berlin deadlock with Russia.
The United States, whose Super-Fortresses have just arrived in England, will not be represented. But Britain has promised to keep America fully informed.
So delicate and fateful are the problems to be dis-
cussed that even the agenda is secret.
