The Foreign Minister, Dr. Wong Shih-chieh, blamed the Soviet Union's "failure to observe treaty- obligations" for the unsatisfactory state of Sino-Soviet relations when he made a com- prehensive review of Chinese foreign policy before a crowded Notional Assembly this morning. Apart from demanding Russia fulfil her obligations, Dr. Wang said that the Chinese Government should send substantial military reinforce- ments into Manchuria as means of forcing. Britain may have an expart ayowitness to the Berlin collision of a British airliner and a Russian fighter plane in which 15 lives were lost.
A British sources revealed on Tuesday that a Royal Air Force passenger plane was flying only two minutes behind the airliner. Whether the R.A.F. pilot actually saw the collision could not be confirmed Immediately.
