Mr. Winston Churchill, Conservative Opposition leader, declared tonight that the heavy defeat of the Labour Government at yesterday's partial municipal elections in England and Wales was a "splendid victory” and congratu- lated all voters who took part in "this protest against the Socialist management of affairs."
