“RAY AS YOU GO SCHEME AS PART OF EUROPE AID Replenishing U.S. Resources

Washington, Sept. 27.

The State Department has under consideration a proposal that' western European nations be made to pay as they go for United States “dol- lar ald" by replenishing U.S. natural resources. The proposal was made by Sen. William Know- land, who described it as an “adjunct" to the Marshall-Plan.

New Pipeline In Arabia

Washington. Sept. 28. The Commerce Department last of night authorised the export 120,000 tons of steel to start a pipeline linking Saudi Arabian oil field with the Mediterranean.

The 1.110-mile. conduit, design- ed to move 300.000 barrels of crude all a day, will be built by Trans-Arabian Pipe the

Line Company. an American concera. It will run from Baudi Arabia, through Tennsjardan, Syria and Lebanon to the Mediterranean.

The Department said the line ls expected to be completed 1949 and will require 305,000 tona jof steel, There was no comment n the policy to be followed on further steel requirements for the project.-Associated Press.

Big Grain Deficit Is Forecast

The Secretary of Commerce, W. Averell Harri- man, today submitted to President Truman an interim gralu export policy report by the President's Committee on Foreign Aid, fore- casting a world grain deficit for the fiscal year 1947-48 of 3,000,000 tons,
