London, Aug. 30.

Great Britain and the United States were today charged by Marshal Sokolovsky, Russian Supreme Commander in Germany, with breaking the Potsdam Agreement by raising the German industrial level in the Anglo- American zone.

The charge was levelled when the Allied Control Council met in Berlin today, the Hamburg radio said, and the British and United States representatives repudiated the charge. The Marshal charged Britain and the United States further with working for the division of Germany.

Russian ratification of the peace treaties with the five Axis satellites paved the way on Saturday for a formal ending of hostilities with Bul- garia, Finland, Hungary, Italy and Rumania. A British official said that M. Vishinsky, Deputy Soviet Foreign Minister, had promised that Russia would agree to deposit the instruments of ratification at "an early date," thus com- pleting the action and making the treaties effective.

The instrument of ratifica- tion for the Italian prace treaty must be deposited at Paris, the others at Moscow. Still to be drafted are treatles for Aus- tria, Japan and Germany.

Berlin, Aug. 30.

French ownership of some of the biggest coal mines in the Aachen and Ruhr Basin was in- Jected today for the first time into the problem of German industrial recovery at a press con- ference given by Hene Sergent, head of the French Economic Board attached to the Allled Control Council. #3

Sergent said the question was not raised at the recent tripartite conference nor did he intend to raise it as an issue. He said he merely wish- ed to point out that France, Luxembourg and Holland, which own some of the biggest coal mines in the Aachen and Ruhr Basin, are re- ceiving less coal than these mines could pro- duce.

He said France still has legal title to five big mines which in 1936 produced 6,000,000 tons of coal. Those owned by Luxem. bourg produced 4,000,000 and thogo owned by Holland produced 1,100,000 tona,

The French, he said, wero very much in the same position as the Germans who complain about the loss of their foreign investment. He added that whereas France still had legal title, the mines (for all effective purposes) had passed out of ber control.
