Mr. Herbert Morrison, Lord President of the Council and Britain's chief economic planner. issued today a “solemn warning” that unless some agreement was reached along the lines of the Marshall proposal for solving Europe's dollar problem, Britain would have to reconsi- der her whole position. Explaining at a press conference his reference last week to the “12th hour" this autumn, Mr. Mor- rison said he had been alluding not to Britain's foreign exchange position specifically, but to the urgent need for speed in the drawing up of European response to the Marshall proposal for economic aid.
