The 11-nation Far Eastern Commission today an- nounced the completion of a "basic post-sur- render policy" for Japan which will make it possible to collect reparations from Japan in current and future productions.

The formula will give China the largest amount of reparations and Russia relatively little. The policy, under discussion in the FEC for nearly a year and a half, replaces the United States Government's unilateral "initial post-surren- der policy" which was issued to Gen. Mac- Arthur in September, 1945.
