A Foreign Office spokesman said Britain has pro-| tested to the United States against American authorisation of a new Japanese whaling ex- pedition to the Antarctic. Britain fears, he said, that a Japanese whaling fleet "might one day become the basis of a new navy.” Addi- tionally, the spokesman said Britain deems it too early for the Japanese flag to appear on the high seas, presumably because the Japanese peace treaty has not yet been written. The spokesman said. Britain submitted a series of objections to the United States State Depart- ment after the Japanese were allowed to send out whale hunters läst summer.
