PRE-WAR DEPOSITS: COMPANY STATEMENT
The Hong Kong Electric Co., Ltd., in common with other utility companies, has had the question of the repayment of pre-war security deposits under consideration for some time, but the position was complicated by the effect of the Moratorium, which permitted the. payment of pre-war debts, but debarred persons from enforcing their rights to collect payment of debts due to them.
Thus, whilst the Hong Kong Electric Co., Ltd. had received sums on deposit from consumers in 1941, at the same time the company was owed money by consumers in respect of electricity supplied in November/December 1941. By reason of the Moratorium provision, it is not possible to collect these accounts..
