Established Precedents
The Argentine and Brazil settlements, amounting to about 170 million, together, take care of the greater part of the hatances held on the American continent. In their case these precedents have now been es- tablished:-
(1) that only a proportion should be liquidated immediate
y;
(2) that the rate of interest on the rest of the balances should be per
cent, approximately the current rate at which the United Kingdom Government ean borrow in London-for-the short term. responding
In the case of the French franc-balances held in. London the same two principles have been observed, but negotiations were taken a step further and final repayment is to be made during the 12 years 1950-1961, by a system of annuities.
British current debt to Brazil, said to amount to 40 million, will run to 450 million after the transfer of 410 million from the settlement with Ar- gentina; but she is not press- ing for immediate repayment. Brazil is anxious to purchase
