Tokyo, Aug. 21.
General Douglas MacArthur, Allied Supreme Commander in Japan, suffered his first major reversal from the Four Power Council when members-obviously on governmental in- structions--refused to approve his proposal for enlarging the Organization's advisory scope to include informal participation of seven other Allied countries.
The exact reasons for the proposal and its refusal
remains obscured by international politics which has featured the Council throughout its sometimes stormy career of generally in-
conclusive debates.
