Russian Economy A Puzzle To Outsiders

New York, July 5. The Soviet Union's vast economic establishment is almost as complex and bewildering to for- elghers as are the political alignments of the U.S.S.R. and subdivisions of the land which' occupies one-sixth of the earth's surface. government.

There is a sub-division of the "Gosbank" which operates checking and savings accounts for Russian citizens and cor- porations, makes loans to home- owners and finances returning soldiers.

There is still another import ant sub-division which looks out for the financing of collectivej and state farms. There is no Buch thing as a direct loan to individual farmers.
