Handicapped In Preparing For War Tribute To Small British Forces

London, June 14. Preparations against the eventuality of Italy join- ing in the war were impeded by the desire of the British Govermnent to do nothing “which might impair existing relations with that country," said Field Marshal Lord Wavell (then General Commanding in the Middle East), in a dispatch to the British War Minis- ter, dated Dec. 10, 1940, 'which is released to- day.

"I was not even permitted to set up a proper in- telligence service in Italian territory or to get in touch with patriot chiefs in Abyssinia," states the dispatch.
