Mr. Hugh Dalton. Chancellor of the Exchequer, moving the second reading of the Cable and Wireless Bill in the Hour of Commons foday, haralded it as not only a measure of special advance but as a practical measura of a united Empiro policy, Declaring that Britain and the Dominions were in' complete

accord over the latest Government nationalisation scheme-of Cable and Wireless Limited-Mr. Dalton said that it transferred from private to public control a great newwork of imperial telecommunications.

Mr. Dalton said that there had been increasing dissatisfac- tion in the Dominions with the present setup, the Dominions feeling that they were not re- ceiving reasonable treatment.

The bill, he said, provided that the compensation to be paid should be by agreement with the Company or by arbitration. So far, he added, the Company had shown no great keenness to come to an agreement with the Government.
