GERMAN ARMY CHANGING ITS TACTICS

WITH WEATHER CONDITIONS DETERIO- RATING, ESPECIALLY IN THE NORTH AND CENTRE FRONTS, THE GERMANS ARE CLEARLY DETERMINED TO ACHIEVE, IF NOT A DECISIVE, AT ANY RATE A CRIPPL- ING BLOW TO THE RUSSIAN ARMY, OR AT LEAST TO RUSSIAN · INDUSTRIAL POWER WITHIN THE NEXT MONTH.

Can they succeed? The last few weeks have shown that the Germans discovered the Red Army a much tougher proposition than they expected, and it may generally be said that the Russian army's fighting power is not substantially impaired.

According to Russian figures, German casualties amount to two millions -- which is only a little under what the Gerinan them- selves admit when saying their losses are only one-third of Rus- sia's "five million casualties " The latter figure is. clearly, absurd.

Faced with the Russian army's toughness and genius to elude destruction and encirclement, the German polley appears to have switched over during recent weeks from
