THE SOVIET NOTE WHICH-WAS HANDED TO THE IRANIAN AMBASSADOR IN MOSCOW ON SUNDAY NIGHT BEGAN WITH A RECAPITULATION OF THE STEPS TAKEN BY RUSSIA TO ESTAB- LISH CORDIAL RELATIONS, STATING THAT ALL THE PRIVILEGES EXTENDED TO RUSSIANS ON IRANIAN TERRITORY WHICH WERE HUMILIATING TO IRANIAN SOVEREIGNTY WERE VOLUNTARILY ABRUGRATED.

Various Russian enterprises in Iran had been handed over to the Iranian Government, and by this the Soviet Government proved to the Iranian people their readiness to assist in the development and prosperity of Iran.

By the Treaty of February 26, 1921, the Soviet Government returned to Iran the islands along the coast of the Astrabatsk and Corndatsk provinces of Iran, and also the railways, ports and various establishments which were formerly exploited by the Tsarist Government.
