AFTER CONFERRING in London only two days before, with United States Ambassador John G. Winant and with Harry L. Hopkins, President Roosevelt's personal representative, two high Soviet military officers, Lieut. Gen. Philip Golikoff and Engineer General Alexander Repin arrived at Wash- ington National Airport at noon.
At 2 o'clock they were received by Mr. Sumner Welles, Under-Secretary of State, and at 2.30 by General George C. Marshall, Chief of Staff of the Army.
