MOSCOW HAS NOT yet experienced anything like Landon's gigantic fire raids, but it would already appear that the fire- fighting organisation is more disciplined and more complete than London's.
I talked to-day (Tuesday) with several women who received medals and other dis- tinctions for gallant fire-fighting and the organisation thereof, and also with the assist- ant chief of Moscow's fire-fighting body, M. Pavlov, who is the recipient of the Order of the Red Banner.

Pavlov particularly dwell upon the controversy as to whether Incendiary bombs could be easily extinguished with water, contend- ing that Moscow's experience hadi shown that if a bomb was tackled with water immediately after it. fail, the danger of injury was negligible.
All the women dwelt on the enthusiasm with which the youth: of Moscow participated in the fire fighting and on the sense of social duty shown by the popula tion of Moscow.
