DIPLOMATIC ADVICES RECEIVED BY THE STATE DEPART- MENT IN WASHINGTON INDICATE THAT THE CREAM OF GER- MANY'S MECHANISED SHOCK TROOPS HAVE BEEN WIPED OUT IN THE RUSSIAN CAMPAIGN.
