JAPAN WAS STRONGLY DENOUNCED AS THE AGGRESSOR IN INDO-CHINA IN A STATEMENT BY THE AMERICAN STATE DEPARTMENT, ISSUED BY MR. SUMNER WELLES, ACTING SECRETARY OF STATE, IN WASHINGTON LAST EVENING.
