The Prime Minister is probably right in declining to put the con- sultation between Britain and the Dominions on too formal a foot- ing. The creation of a standing Imperial War Cabinet is full of difficulty. It would have to con- tain representatives of all the Dominions, of India, and of the Colonial Empire. It would, sit- ting with the present War Cabinet, be a large body. The executive character of a War Cabinet would be lost. Moreover, ench Domition would need to deinch an extreme- ly important member of its Gov- ernment to attend, and that, with the political balance as it is in in one or two cases, would not be easy. At a later stage of the war, perhaps, WP can usefully have, as we bad in 1917. an Im- perial War Conference, with the Damunion Prime Ministers sitting in with the War Cabinet. But for the present there is everything to be said for the vhat of the Domimon Premiers in rotation.
