AXIS OIL SUPPLIES ARE LOW

A U.S. Government petroleum expert, declar- ed that Axis oil supplies were so low that England might win the war with- out invading Europe by bombing Germany's "vital spot"-her synthe- tic oil plants and trans- portation lines.

Dr. Robert E. Wilson, head petroleum consultant of the Office of Production Management, made the assertion in a speech prepar- ed for delivery before the Am- crican Institute of Chemical En- gineers in Chicago,
