Protective Surveillance To British Waters!

(SPECIAL TO “CHINA MAIL") ALTHOUGH PRESIDENT Roosevelt has ruled out the possibility of convoys his an- nouncement that U.S. warships will enter combat zones if necessary has dramatically opened the way to the possibility that the system of "protective surveillance" which he announced last week, to aid the safe arrival in Britain of U.S. war supplies, might extend virtually to British waters.

The President, speaking to a capacity au- dience of news correspondents at his bi-week- ly press conference, flatly stated that his or- der barring American merchant shipping from combat zones has absolutely nothing to do with the movement of U.S. warships.

Earlier, Admiral Stark

in a speech to the U.S. Chamber of Commerce. revealed that the U.S. neutrality patrol extends 2,000 miles into the Allan- tic.

Admirid Stark declared that if the U.S. can build up a navy "good enough and fast enough, we might be able to spare some- thing within our own security,

Ahead Of Schedule Substantial portions of the U.S. naval expansion programme are running ahead of schedule. Ad- miral Harold Stark, Chief of Naval Operations, told the U.S. Chamber of Commerce yesterday.

The U.S. would share its re- sources to the limit of its security, he added.

This statement has caused speculation whether further transfers of naval vessels 10 Britain are imminent.

The President of the Board of Trade declared in the House of Commons yesterday that the timi limit for voluntary schemes f cotton splin ng Arms was fixed for May 15, and for colton weav» ing firms at May 27.
